Find the pattern of a similar dress - just the basic shape and style - and then:
1. as you make it sew the stripes of darker colour on the top of front, back, and sleeves paying attention to where you place them
2. cut the pattern in stripes and cut the dress using light and dark fabric sew the stripes of darker colour in between the light ones (like a quilt or patchwork)
in both cases you sew the stripes before you stitch the seams (while all the pieces are “flat”)
the dress is made of crepe, so that's what you could buy
or make it light and sew a ribbon to have the same effect - make sure that the ribbon has the same stretchability
you could as well buy a similar looking dress - just plain one - and sew ribbon or fabric stripes on the top; I think that even attaching them by hand would work as long as you'll use correct stitch, for example herringbone stitch (there are videos on youtube)
